Considering how much angry she was and powerful too, it was odd that she wasn't doing anything, just sitting. Fil leaves after rescuing a young hybrid girl while Vesemir heads back to base to confront his seniors. When vesemir was fighting Tetra, kitsu was just sitting in the corner. She and her followers work to keep peace on the Continent by ensuring that magic is not abused. Tetra doesnt have proof, though, and quickly runs afoul of Vesemir after hes arrested for dissent.

She believes theyre seeding monsters out so they can slay them and earn coin. Vesemir recalls how Reidrich spoke of mages of old engineering perfect hybrids so they could have monsters to kill, duping the public for income, but is stunned that his people followed through on this. Tetra Gilcrest is a powerful sorceress who is descended from one of the Continent’s first mages, and believes magic connects all things of beauty. Tetra is a loyal sorceress in King Dagreads court, always trying to incite war on Vesemirs people. Vesemir realizes Deglan, the head witcher, is responsible for this at Kaer Morhen, the centuries-old lair where younglings are trained in the School of the Wolf. The elf confirms someone's kidnapping young women like Kitsu and experimenting on them to create new monsters. A few days later, Tetra returned to the court alone and informed the king of her discovery: the witchers had been creating the new monsters and thus responsible for the attacks, conveniently leaving out that only their leader, Deglan, and some of their mage s were actually aware of the experiments. They stop her basilisk but stumble upon a lair where Fil is being held as a prisoner. Unfortunately, he and Tetra (the mage Illyana's king deploys) discover Kitsu, an elf-mahr hybrid, with the power of illusion. Once he kills the creatures plaguing their lands, he and Luka can go free, so it's a win-win for everyone. Illyana, Vesemir's childhood crush, brokers a deal as she's a lord, allowing him to go hunting monsters outside their walls.
